Quick Guide for Promotion of Environment Friendly Brick Production

With experiences gained in different South Asian countries, the following steps are recommended for promoting VSBK:

Step 1: Is a support/intervention generally favourable?

Contact key-institutions (namely NEPA, UNEP) about the actual needs for further promotion of clean brick production, and former key stakeholders (Skat, Minergy Nepal) on actual promotion activities on regional level or in other countries.


Step 2: What are the latest facts and dynamics?

Assess the actual state and dynamics of the building material industry through a field mission, remote assessments, and interviews with brick associations, key entrepreneurs, and other key stakeholders.


Step 3: What to do, how, by whom, and for how long?

Decide about launch of preparatory activities; define the goal, objectives, level of intervention, time frame, budget, approach, phasing, initial project setup and the design of the inception phase, (e.g. in a multi stakeholder workshop).


Step 4: Feasibility and Inception Phase

Establish a network of key actors; assess the detailed information; do detailed design of the intervention approach and the full scale project.


Step 5: (Scenario)

Announce a Restarting Award of the amount (e.g. 1-2 million Afs) for the first two brick makers who produce 1 million sellable VSBK bricks (e.g. former Pilot-entrepreneurs or Herat-VSBK brick makers leasing a third generation VSBK in Kabul).


Step 6: (Scenario)

Ensure that the candidates are aware about need of patience and determination to succeed, and link them to experienced persons, who support them in detecting right soil, coal, labour, etc.


Step 7: (Scenario)

Pilot a support package (such as financial subsidies /e.g. soft loan) for a next generation VSBK (4 shafts) preferably with an existing VSBK brick maker and firing crew from the first VSBK generation in Herat or in Kabul


Step 8: (Scenario)

Establishing appropriate policy mechanism (e.g. tax holidays, combined with emission standards and land use regulations), for promoting cleaner technology.


Step 9: (Scenario)

Awareness of cleaner technologies and products and promotional activities will strongly supplement the promotion of environment-friendly brick production technologies.
